The act authorizes grants and loans, establishes reporting requirements and mandates audits for certain funds. It provides for the carryover of specific funds beyond the biennium. The act includes the ability to carry over up to $25.0 million GF from the 2025-2026 biennium to the 2027-2028 biennium, pursuant to Section 309.K-12 Education – This act includes appropriations of $2.210 billion SFP for school districts. This act appropriates $392.7 million ($17.3 million GF; $349.8 million FF; $25.6 million OF) to the Department of Education. This includes $21.9 million SFP for school district entitlement payments if 2026 House Bill 0045 or 2026 Senate File 0039 is enacted into law. 2026 House Bill 0045 was enacted into law.Higher Education – This act appropriates $293.4 million ($290.3 million GF; $1.9 million FF; $1.2 million OF) to community colleges; this is inclusive of an appropriation for a dual enrollment competitive grant program. This act also appropriates $486.8 million GF to the University of Wyoming. Department of Corrections – This act appropriates $346.1 million ($325.8 million GF; $472,000 FF; $19.8 million OF) to the Department of Corrections. Department of Family Services – This act appropriates $339.3 million ($175.4 million GF; $149.8 million FF; $14.1 million OF) to the Department of Family Services.Various additional provisions:This act provides carryover appropriations as specified in Sections 303 and 309.This act reappropriates funds to the Enhanced Oil Recovery Commission, pursuant to Section 308.This act appropriates up to $16.0 million from the LSRA for matching grant funding for projects related to rare earth resources, pursuant to Section 312.This act deappropriates funds in the Business Ready Community Account, pursuant to Section 317.
